The cfengine hub is the repository of:

the component files used to create promises.cf,
the files which are fetched (copied into the filesystem) by the cf-agent process running on each New World host. Implicitly this means the hub runs an instance of cf-serverd, and hosts
the hostlist.csv CSV file which specifies each host's configuration.
